Consular Support for Seafarers and the Maritime Sector

Panama is a world leader in the registration of merchant vessels. As part of Panama’s consular system, this consulate provides basic support to seafarers and maritime users in Portugal.

Although licenses and certificates are not issued directly by the consulate, the following services may be provided:

Assistance in emergency situations (accidents, hospitalizations, vessel abandonment)
Initial validation of documents
Coordination with SEGUMAR and the Panama Maritime Authority (AMP)
Liaison with other consular offices with technical capacity

Assistance and Protection for Panamanian Seafarers in Portugal

If you are a Panamanian seafarer serving on a vessel calling at Portuguese ports and require assistance, the consulate is available to support you.

Available services:

Assistance in cases of detention, accident, illness, or death
Basic consular guidance
Contact with family members in Panama
Coordination for repatriation, if necessary

Requirements:

Official identification
Name of the vessel, port, and shipping agent
Brief description of the case

Guidance on the Validation of Panamanian Maritime Documents

Although this consulate does not issue STCW certificates or technical licenses, it can provide guidance on the proper validation process through the Panama Maritime Authority (AMP).

Types of documents:

Navigation officer license
Maritime medical certificate
STCW endorsements
Basic course certificates (safety, survival, etc.)

Recommended steps:

Verify the requirements on the AMP official website
Contact the nearest SEGUMAR office (usually Spain: La Coruña, or Lisbon if an extension exists)
Submit documents duly legalized or apostilled
