SEGUMAR Office Closest to Portugal
At present, Portugal does not have a SEGUMAR office. However, consulates and users may channel technical procedures through the nearest regional offices:
Electronic Application System (SEGUMAR)
Panama has an electronic system through which shipping agencies, shipowners, and authorized entities can submit applications, track processes, and receive technical certificates online.

Official circulars contain technical updates, regulatory changes, and operational guidelines for vessels flying the Panamanian flag.

Consular Assistance for Technical Matters
Although the Consulate does not issue technical certifications, it can forward inquiries to SEGUMAR and provide basic support if a Panamanian-flagged vessel is in a Portuguese port.
