Consular Services
The Consulate General of Panama in Portugal offers a wide range of consular services for Panamanian citizens and foreign nationals. Here you will find all the necessary information to complete your procedures in a clear and organized manner.

Passport Renewal and Issuance
The consulate processes the renewal and first-time issuance of Panamanian passports.
Note: Passports are produced in Panama; therefore, processing times may vary between 3 and 6 weeks.
Requirements for renewal:
- Previous passport (original and copy)
- Panamanian national ID card (if applicable)
- Two passport-size photos (white background)
- Application form (provided at the consulate)
- Consular fee
First-time passport (minors):
- Presence of both parents (or legal authorization)
- Original birth certificate
- Copies of both parents’ national ID cards
Visa to Travel to Panama from Portugal
The consulate provides information and visa processing for citizens who require authorization to enter Panama.
Portuguese citizens are exempt from visa requirements; however, different criteria apply to other nationals residing in Portugal.
Most common visa types:
- Tourist visa
- Short-stay visa
- Family reunification visa
Basic requirements:
- Letter of motivation
- Passport with a minimum validity of 6 months
- Passport-size photograph
- Travel itinerary
- Proof of financial means (minimum B/. 500.00)
Certificate of Proof of Life
A document issued by the consulate certifying that a person is alive, commonly used for pension procedures or other benefits.
The application form of Proof of Life should be filled in every year within the first six months (January-June) according to the CIRCULAR DGPE-DC-No. 1647.

- Consular application form
- Physical presence of the applicant
- Panamanian passport or national ID card
Application for Civil Certificates
The consulate can process requests with the Electoral Tribunal of Panama for the issuance of official certificates.
Available certificates:
- Birth
- Marriage
- Death
Requirements:
- Complete personal details of the applicant
- Reason for the request
- Copy of national ID card or passport
Estimated processing time: 15–30 days
Document Duplicates
The Embassy and Consulate General of Panama in Lisbon cordially informs that, through our offices, the following registrations may be processed:
1- Registration of Panamanians born abroad.
2- Registration of a death that occurred abroad.
3- Registration of marriages of Panamanians abroad.

Traveling with Pets
To travel to Panama with pets, the requirements established by the Ministry of Agricultural Development (MIDA) must be met.
General requirements:
- Notification at least 10 days prior to travel
- Veterinary health certificate
- Vaccination record
- Pet importation form
Authentications and Legalizations
The consulate can authenticate documents issued in Portugal for use in Panama, and vice versa.
- Requirements:
- Consular fee
- Original document and translation (if applicable)
- Copy of passport
